What is SRO and why is it needed?

As already mentioned, SRO of designers (abbreviated as SROP) is a non-profit partnership. At the same time, data on such a self-regulatory organization must be entered into the state register.

Self-regulatory organizations of designers were created with the aim of preventing harm to individuals, their property, the environment and cultural heritage sites through incorrect performance of work that affects the safety of capital construction projects. Moreover, another goal of creating the SROP was to constantly improve the quality of the design and execution of engineering, repair and construction work carried out by members of the SRO designers.

Important: The SROP Compensation Fund bears subsidiary liability for failure to fulfill its own obligations by partnership member companies, as well as for causing harm.

It should be noted that the amount of contribution to the compensation fund varies. Each organization independently establishes requirements for third party liability insurance. Despite the fact that from an economic point of view it is much more profitable for a candidate to pay for insurance than to pay a fee to the fund, in this case it will be possible to insure civil liability only to third parties, but not to the customer.

Attention: Compensation for the customer's losses is carried out at the expense of the compensation fund.

SRO approval for designers - what is it and how to get it


The provisions on membership and admission of SRO designers are contained in Federal Law 372 “On Amendments to the Town Planning Code of the Russian Federation and certain legislative acts of the Russian Federation.” This document presupposes permission to carry out design types of work and membership in a self-regulatory organization.

The advisability of obtaining membership in an SRO is explained by the opportunity to develop your business and obtain contracts for work with large objects, the cost of which exceeds 3 million rubles. With membership and SRO approval, you will receive the following privileges:

  • the opportunity to take part in tenders and auctions of state and commercial types;

Obtaining an SRO permit may also be delayed due to the queue for review of documents, as well as other bureaucratic procedures. Meanwhile, sometimes it is necessary to urgently obtain an SRO, otherwise the deadlines will be missed and participation in the tender or other auctions will be cancelled.

Algorithm for drawing a house plan

The basis for the layout of the house are handwritten or electronic drawings for each floor (including the basement and attic). Let's consider the sequence of actions in order to correctly draw a house drawing.

  1. Setting the scale on graph paper or sheet with checkered lines;
  2. Drawing the axes of the house;
  3. Linking the walls to the axes of the house;
  4. Application of internal partitions, arches, windows and doors;
  5. Signing the name for each schematic room and indicating the area in square meters. m.

What can you do without an SRO?

Until July 1, 2021, a complete list of works requiring obtaining an SRO permit was presented in Order of the Ministry of Regional Development of the Russian Federation No. 624 dated December 30, 2009. Amendments were made by Law No. 372-FZ dated July 3, 2016, and clearance became necessary only for potentially dangerous and complex objects.

The right to design objects that are included in the list of especially dangerous, technically dangerous and unique (Article 48.1 of the Civil Code of the Russian Federation), for example, space objects; enterprises associated with the use (storage) of radioactive substances, large hydraulic structures, are received only by organizations that are members of the SRO of designers.

In accordance with Art. 51 Civil Code of the Russian Federation does not need to obtain SRO approval when designing the following objects:

  • Private outbuildings, garages, if they are located on land provided to the developer for ownership or long-term lease.
  • Country houses and other gardening objects.
  • Small architectural objects: kiosks, stalls, canopies.
  • Reconstructed and repaired capital construction projects. An additional condition is that the project should not involve structural changes that could affect the safety of use of the facility.
  • Detached houses, the maximum number of floors of which is 3 floors. Such houses should be designed to accommodate no more than 2 families.
  • Block type houses. There can be no more than 10 blocks, and each of them is intended for 1 family. The number of floors in block houses in this case should not exceed 3.
  • Houses with 1-3 floors, where several sections are located. The number of apartments in sections is up to 4.

The design of all of these objects does not require membership in the SRO of designers, however, there is an exception to this rule.

If the building is located within the security zone, joining an SRO during its design is mandatory.

A construction, reconstruction and repair project involves planning work related to ensuring the functioning of the facility. Residential buildings, garages, and country houses require electricity, water supply, and gas supply. You do not need to obtain SRO approval if:

  • The installation of internal power supply systems is being designed.
  • A gas supply project is being drawn up for facilities that are not considered potentially dangerous or technically complex. However, it is necessary to take into account whether the project will involve the use of a gas distribution network with gas pressure above 0.005 MPa. If yes, then you need to obtain SRO approval.

The opportunity to avoid membership in the SRO of designers is also provided to the following organizations (Article 48 of the Civil Code of the Russian Federation):

  • State institutions, municipal organizations that have entered into contracts for design work with a state organization or other institutions related to the constituent entities of the Russian Federation. The latter must carry out legal regulation in the relevant area, or manage such enterprises.
  • Companies that were created by public legal entities, engaged in regulatory regulation of the relevant field of activity, or having at least half of the authorized capital owned by such entities.
  • Concluding a contract to perform design work on non-hazardous facilities, and the contract value does not exceed 3 million rubles.

  • Determining the number of people who will permanently reside in the house;

  • Identification of premises for household needs and additional wishes of the owners (boiler room, drying room, dressing room, office, billiard room, sauna);
  • Familiarity with the interface of the program or online design editor;
  • Specifying the number of rooms and their parameters in the program (area, wall thickness, ceiling height);
  • Formation of the layout of the house by arranging the premises on the drawing with drawing windows, doors, marking the locations of internal partitions, drawings of stairs;
  • If the functionality of the program or editor allows the assignment of engineering communications, it is necessary to enter data on them and correlate them with the location of the premises on the house plan;
  • Carrying out the necessary correction, modeling a 3D image, placing furniture and furnishings in a 3D model.

Of course, every program and online editor requires study and mastery. In general, making a house layout online or in a program is very useful for obtaining a visual image that will allow you to easily and objectively assess the feasibility and correctness of the distribution of the internal area of ​​​​the future house.

Refusal of the services of a professional designer is not an indication of the owner’s carelessness. The methods of electronic design and planning that exist today are available for mastery and successful independent work. Timely consideration and resolution of issues regarding the planning and arrangement of a country house will allow us to identify possible risks, foresee technical difficulties at each stage of construction and prepare alternative options.

When permission is still required

If a design company carries out work included in the List approved by the Order of the Ministry of Regional Development, a certificate of authorization to carry out design work must be obtained. Ignoring this rule may lead to a violation of security, which will entail administrative penalties, and in especially severe cases, criminal liability.

This list contains the names of design work, work related to reconstruction and major repairs. In order to start implementing them, you need to enter into a self-regulatory partnership and obtain the appropriate certificate - permission to carry out work. The admission is unlimited.

Certain types of work in the presented list are marked as “*”, which means that it is necessary to obtain permits when carrying out work that is classified as unique, dangerous and technically complex. So, the following are particularly dangerous and complex objects from a technical point of view:

  • communication structures that belong to the category of technically complex, especially dangerous according to Russian legislation;
  • subways;
  • hydraulic engineering facilities of the first and second class, installed in accordance with legislative standards for the safety of hydraulic structures;
  • seaports, except for special ports created to serve pleasure and sports vessels;
  • nuclear facilities, which include storage facilities for radioactive substances, waste and nuclear materials;
  • power grid facilities and power lines (voltage above 330 kilovolts;
  • aviation and space infrastructure facilities;
  • thermal stations (with a capacity of 150 megawatts and above);
  • hazardous production facilities where the creation, processing, use, storage, transportation, and destruction of excessive quantities of hazardous substances take place. The substances are described in detail in the 1st and 2nd appendices to Federal Law N 116-FZ on the industrial safety of hazardous production facilities.

It is worth noting that the following do not belong to technically complex and dangerous objects:

  1. gas distribution systems that use, store, and transport natural gas under a pressure of 1.2 megapascals, including liquefied petroleum gas under a pressure of no more than 1.6 MPa.
  2. facilities where alloys of ferrous and non-ferrous metals are created, mining and underground operations, and mineral processing work are carried out.

Unique objects include capital construction projects, the design documentation of which contains at least one of the following parameters:

  • spans from 100 meters;
  • height from 100 meters;
  • consoles more than 20 meters;
  • with partial or complete deepening of the underground part below the planning mark by 15 meters.

Thus, in order to get an answer to the question about the need for designers to join the SRO and obtain permission to carry out design work, you should first of all familiarize yourself with the list of types of work approved by the Order of the Ministry of Regional Development and act in accordance with the established legislation.

You can join an SRO and obtain permission to carry out work either on your own or with the involvement of specialized companies that will not only help you select a specialized partnership, depending on the specifics of the organization’s activities, but will competently draw up all the necessary paperwork.

Register of SROs for design

The emergence of a register of self-regulatory organizations (currently numbering 194 Russian SROs in the field of design) was facilitated by a new system for issuing permits for various types of activities by various SROs, replacing the previous licensing institution. Thanks to this approach, it was possible not only to simplify the system of control over the execution of work in industry, but also to systematize in a more compact form data about the organizations carrying out them.

As a result, the company’s implementation of any activity specified in the list of SRO design works became possible only after being included in the register - and to get there, the organization had to provide both certificates of approval and detailed information about the company (including membership in the SRO of the relevant focus) . In turn, anyone can now view this register (through the official website of Rostechnadzor), as well as the opportunity to submit an application for inclusion in it on-line.

  • Town Planning Code (Federal Law No. 190 of December 29, 2004);
  • Law on Non-Profit Organizations (No. 7 of 01/12/06);
  • Law on maintaining the state register of SROs (No. 724 of September 28, 2008),

as well as several Federal Laws supplementing articles of the Land and Town Planning Codes, decrees of the Government of the Russian Federation, orders of the Ministry of Regional Development and the Federal Supervision Service.

Architectural section

When figuring out what a house project includes, you should remember: AP is a set of drawings that allows you to understand what the future building will look like. What requirements apply to the site allocated for construction?

  1. Water supply sources must be located near the construction site. Subject to the construction of an enterprise with water supply, its water area must be of optimal length and capacity not only for unloading, but also for sorting the raw materials used.
  2. The selected site should not border on the place where mining is or will be carried out. This principle also applies to collapse zones in connection with underground excavations and areas where landslides are possible.
  3. The property and condition of the soil on the site must allow a certain construction load. This indicator is taken into account when arranging the foundation, which implies the use of such an indicator as inertial load (use of vibrating machines, hammers, sawmills).
  4. The terrain should be as comfortable as possible, as should the surrounding area. This will reduce the amount of excavation work and the layout will be minimal. The site chosen for construction should not be flooded. In this case, the groundwater level should be low.
  5. The configurations and dimensions of the construction site must ensure the optimal location of the building, based on the approved production process. At the same time, all requirements and standards regarding the possible expansion and subsequent operation of the structure are taken into account.

My name is Trefilov Alexander Olegovich, I am 22 years old, and I am a design engineer by profession. The hierarchy in a private organization of officials is different everywhere, but, as a rule, there are:
