The appearance of “New People” in the Duma revealed the Kremlin’s global project
Who are these people
“New People” appeared in March 2021, after the Kremlin approved the idea of creating several small parties. The parties were needed to take votes both from the systemic opposition, which achieved good results in the 2021 regional elections, and from the protest “street”. The latter, quite obviously, includes the urban educated middle class, young successful people. “New People”, created by head Alexei Nechaev with his own money (in 2020, Nechaev received 4.3 billion rubles in dividends from the company), came in handy. On the one hand, Nechaev stated in one of his interviews that “there is no need to break the system”, that it is “also harmful”: “In 1990 they broke the system - then it took 10 years to come to their senses. We need to start talking to this “system.” On the other hand, he disowned (and continues to disown) the Kremlin. That is, the party could well have collected (and, as we see, collected) the votes of those who do not vote for United Russia, but do not want to vote for the “shakers of the regime.”
Among the really recognizable faces in the party are Nechaev himself and, perhaps, Sardana Avksentyev. As it is written about her on the party’s website: “The legendary former mayor of Yakutsk, one of the most famous female politicians in Russia.” Then her actions are listed (selling expensive SUVs that belonged to the city administration, cutting entertainment expenses, trying to sell an expensive city hall building in the center of Yakutsk, daily communication with people on social networks), and from this listing it becomes clear why she quickly found herself an ex-mayor (according to official version - due to health conditions).

The party began active and competent PR on social networks, creating regional representative offices (now there are about 550 of them). Working with people on the ground (and here my sales experience helped a lot) yielded results already in the 2021 regional elections. “New People” entered four regional parliaments and several city Dumas. And the circulation of Nechaev and Avksentyeva on popular YouTube channels, attracting celebrities and pouring a lot of money into campaigning - 15 million rubles (for comparison: the communists had 20 million) yielded results in the Duma elections.
It's not about the program
As befits any new party, in its program “New People,” a center-right party, they write: “We propose fundamental changes in all areas. Electability and competitiveness in politics. Increasing people's incomes and developing entrepreneurship - in the economy. Freedom of speech and assembly in public life.”
However, economists and political scientists consider many points of the program either utopian or already being implemented by the current government. For example, the idea of not imprisoning people for economic crimes has already been formally introduced. Another thing is that the enforcement of this norm is lame on both legs (any “economic” person involved is charged, for example, with organizing a criminal community, and - hello, pre-trial detention center). The tax maneuver proposed by the party - to introduce a single turnover tax for enterprises, abolishing VAT, income tax and insurance contributions - according to economists, will leave the budget without income for a very long period, and the state will be unable to fulfill its social obligations and pay salaries state employees And after reading the proposal to “conclude a new social contract” that “having received transparent and favorable conditions, business undertakes to come out of the shadows and increase employee wages by at least 20%, and this will allow the average salary up to 100 thousand rubles a month,” it’s hard to believe that it was written by a party led by a businessman. A capitalist, unless he is strictly forced, will never give up profit. And here it’s downright utopian: we’ve cut your taxes, raise your salaries.
Messiahship
However, the utopian provisions find their explanation. Nechaev himself is one of the so-called Krapivin boys. This is the name given to the graduates of the “Caravella” club, which was created in 1966 by the famous children’s writer Vladislav Krapivin. In the club (it still exists in Yekaterinburg) they taught sailing and fencing, but the main thing was to observe a code of honor. One of its main provisions is written: “I will enter into battle with any injustice, meanness and cruelty, wherever I meet them. I won’t wait for someone to stand up for the truth before me.” Nechaev was not a member of Caravel, but went there for practice, met Krapivin and created his own “Rassvet” detachment in Moscow in the likeness of Krapivin’s. Reckless enthusiasm, romance, and also the ideas of progressivism, gleaned from the Strugatsky brothers, seem to have affected the worldview of the new politician.
And this is where the fun begins. The party website has a section “Picture of the World”. A terribly boring popular science text. But it just follows from it that “New People” is almost a messianic project. The party (this is indicated in the introduction to the programs) intends to give political representation to the “forces of progress”, “which are not yet sufficiently organized, do not have their own political language and cannot resist the existing systems of power.”
According to the “New People”, now “there is a transition from the industrial phase of the development of society, when the key resource was ownership of the means of production, to the informational one, when such a resource turned out to be the possession of information and means of communication,” and “developed countries have hit a phase barrier - limits growth, when government institutions no longer meet the increasing complexity of processes.” And it is necessary to resolve the issue of “the key conflict of our era - between the old world of power verticals, states and corporations and the new world, the world of horizontal self-organization.” It is voluntary communities of people (communities of parents, communities of urbanists, communities of ecologists) that are the very social forces thanks to which we can successfully overcome the phase barrier. Replace poorly functioning management models with new ones, based not on rigid hierarchy and suppression, but on common interest, horizontal connections and openness.
In a conversation with The Bell, Nechaev said that in Caravel he absorbed the concept, which he now calls “humanism 3.0”: “There they tried to raise a new person - a creator who creates his own path, discarding stereotypes, and does not feed on the past, clinging to 75 years of victory or 60 years of the first flight into space, but looks to the future.” And in an interview with RBC he explained that “humanism 3.0” is “a humanism that preaches equal opportunities for creative self-realization. In the USSR, by the way, this new humanism was already presented by innovative teachers or the early Strugatskys - for example, in their story “Noon, XXII Century”. This is humanism, which believes that man is, first of all, the “son of God”, who must be fully revealed precisely in this understanding. And it seems to me that this idea has been brewing in the world for a very long time.”
So the “New People” party will be aimed at creating such a new sociotype.
Global project
No matter how hard Nechaev tries to distance himself from the presidential administration, there are too many intersections. Even purely in the Presidential Administration, clients of people from the Moscow Methodological Circle (MMK) worked. This is a circle of the Soviet thinker Georgy Shchedrovitsky, whose teachings were based on the fact that “a man of the future society” can be prepared with the help of innovative pedagogy and social engineering. For example, he conducted trainings for the Soviet leadership “Organizational and active games”, the participants of which were asked to look for a solution to the problem posed by the leader. Shchedrovitsky's followers - his son Pyotr and Efim Ostrovsky - worked as consultants in the Union of Right Forces. Both were also consultants for Faberlic.
Several years ago, it was assumed that the “image of the future” meme, created by the presidential administration, would be used by the 2021 Duma campaign. Among others, Alexey Chadayev, a former employee of the Effective Policy Foundation, worked on it. Chadayev (at least until the fall of 2021) was also in the election headquarters of “New People”.
But more important are the “ideological” intersections: “image of the future”, the formation of a new sociotype with an emphasis on youth. And here it is enough to look at the public projects of the Presidential Administration. For example, the “Leaders of Russia” competition (one of the platforms of which, by the way, was hosted by Nechaev). Or projects such as “Russia - the Land of Opportunities”, the relaunch of the “Knowledge” society. Political scientist Konstantin Gaaze suggested in 2021 that management competitions and other mechanisms for involving people in public administration invented by the AP are the basis for the formation of a “non-political-political movement, a platform for the 2021 State Duma elections.”
And here are the latest quotes from Kiriyenko himself: “I believe that even today Russia has already become a country of opportunities for every talented creative person... It seems to me that the Russia of the future - I see this already in today’s Russia - is a country in which every person can discover and fully realize your talent and your calling” (September 11). Or again, from an address to the participants of the All-Russian meeting of the National League of Student Clubs on September 22: “I have a feeling that the younger the guys, the more interesting, more creative and open they are. They are already growing in this dynamic digital world, and their main competitive advantage is openness and speed of perception, speed of readiness for change. This is definitely their main competitive advantage.”

So, it seems that the project of transforming the country is working - and a new, political, element has appeared in it.
