What is it like to live in a rental home? We decided to find out about this from the residents of the first rental house. Let us recall that it was erected in Nefteyugansk at the beginning of October 2014. How have these nine months been for those who moved into a new home?

The house was built by a branch of the district Housing Development Fund "Zhilishche". Then, in October, we found out that mostly public sector workers were settled here: doctors, teachers, traffic police officers, drug control authorities, and the police department. The head of the region, Natalya Komarova, and the general director of the Ugra Mortgage Agency, Evgeniy Chepel, presented the keys to new apartments to 13 teachers. In total, there are 94 apartments in the five-story building.

The building manager said: “We’re moving in!”

The house, which unexpectedly found itself at the center of the regional agenda, is located on the street with the symbolic name Shkolnaya, 11, in microdistrict 11B of Nefteyugansk. It looks like an ordinary high-rise building (“Just a house” - that’s what it says on the signs decorating the house). Meanwhile, advanced construction technologies were selected for the new house. The facade of the house is decorated with horizontal inserts, and the beige shades of the finishing tiles are in extraordinary harmony with the surrounding architecture. Opposite is a recreational playground that fills the yard with the sonorous laughter of children. In the adjacent territory, birch and mountain ash seedlings are shaking with emerald foliage. They appeared here in the spring thanks to the management company.

The first rental house in Ugra was built in a promising area of ​​Nefteyugansk with an actively developing infrastructure. Within walking distance are two kindergartens, two secondary schools, an industrial college, and a children's art school. In microdistrict 11B, intensive construction of residential apartment buildings is underway, and another kindergarten will soon appear here.

The house manager, Marina Trushkova, works at the Nefteyugansk branch of the Ugra Mortgage Agency and personally knows all the residents. This is not surprising, since it is she who is responsible for moving in/out of tenants and managing tenants’ affairs.

“We considered the candidacies of every person who expressed a desire to move into a rental house. By the end of 2014, there were several vacant apartments, and we decided to enter the market in order to be able to accommodate not only public sector workers, but also everyone who wanted it,” says the building manager.

According to M.S. Trushkova, the rental house fully met the expectations of the authorities and, most importantly, residents who are attracted by long-term rent, provision of temporary registration and comfortable living conditions. Indeed, the area of ​​social housing in an apartment building complies with the requirements of the district legislation, and if the tenant conscientiously fulfills the terms of the contract, then he can be confident in the stability of residence. In addition, for some representatives of the public sector, their employers compensate part of the rent.

Marina Trushkova said that the cost of living in an apartment in a rental house ranges from 14 thousand rubles for a studio apartment with a total area of ​​about 30 square meters. m and up to 20 thousand rubles for a three-room apartment with a total area of ​​77 square meters. m.

— Payment of utilities is not included in the rent. Modern energy saving technologies are used in the equipment of “Simply Home”, which allows residents not to spend extra money on heating costs. Heat costs are 10-15 percent lower than the city average. In addition, the apartment is equipped with hot water metering devices, so residents do not have to overpay for water,” explained the building manager.

To transport large cargo and baby strollers, the entrances are equipped with freight elevators with a lifting capacity of 630 kg. By the way, the house on the street. Shkolnoy, 11, is the only five-story residential building in Nefteyugansk equipped with elevators.

In some three-room apartments, residents were accommodated room by room. There were no disagreements, because the roommates were mostly colleagues, friends or relatives.

From “one-room apartment” and “two-room apartment” to “three-room apartment”

One-room apartments are indeed in great demand; they attract mainly childless young people due to their low rent. But there are other examples: families who prefer to live in more comfortable conditions eventually move from two-room apartments to three-room apartments.

A similar decision was made at the family council by Svetlana and Vyacheslav Agafonov. We visited them. I enter a spacious entrance; there are four apartments on the ground floor. The Agafonov family lives in one of them. Five-year-old Arkady is now in kindergarten, and five-month-old Dasha is quietly snoring in her crib in the nursery under the supervision of her grandmother, Ustinia Dmitrievna. When the family moved into the rental house, Svetlana was pregnant. So, after the long-awaited housewarming, the second good news did not take long to arrive.

They show me an apartment - it’s bright here, the windows look out on two sides of the house. The beige color of the structural wallpaper and the dark brown tones of the interior doors are harmoniously combined with the sandy shade of the linoleum patterns. All three rooms are furnished and equipped with household appliances, a TV is installed in the living room, an electric stove with an extractor hood, a refrigerator, a kitchen set, and a table with chairs are installed in the kitchen. The spacious bathroom has a washing machine and washbasin with a mirror. Clean, neat, stylish. In a word, comfort, and that’s all!

In one of the spacious rooms we are talking with the owner of the apartment; a carefree cat is curled up next to us. Svetlana tells her story, which is similar to the life situations of many Ugra residents.

Svetlana was born in Nefteyugansk. After marriage, she lived with her husband in a two-room apartment with her mother. The son grew up, the apartment became a bit crowded, and the family decided to have a second child. But the young family did not dare take out a mortgage, considering it an unbearable burden.

“As an entrepreneur, I acutely felt the consequences of the crisis. I am currently on maternity leave. My husband works as a security guard in one of the city companies. Therefore, getting a loan to purchase a spacious apartment is simply unrealistic for us. We calculated: for 20 years we would have to pay 60 thousand rubles monthly,” Svetlana reflects.

And the young family decided to rent a house. According to the advertisement, we found a one-room apartment in the 15th microdistrict - without renovation or furniture. The apartment turned out to be cold, in addition to this, the grumpy and unpredictable owner of the apartment began to threaten the sale of the apartment and regularly raised the rental price. The family paid 23 thousand rubles for a one-room apartment. Svetlana began to look for possible options for moving and found an advertisement on the Internet for a rental house.

— At the end of December 2014, we moved into a two-room apartment located in the first entrance on the second floor of a rental building, and then moved to a three-room apartment. The rent is 21,500 rubles per month, which suits us quite well,” says Svetlana.

Svetlana's friends, Regina Malikova and Daria Kalinina, having visited her, appreciated the comfort and coziness of the apartment and soon decided to follow her example. Now, next door to the Agafonovs live the families of her friends, who, like Svetlana, are on maternity leave. The friends began to meet with each other more often, jointly discussing plans for the future.

One of the residents of the rental house, Natalya Koleko, came from Ukraine. The woman decided to leave dilapidated Lugansk and move to northern Russia. It was here, in Ugra, that she found true friends, work, and found her home. Natalya works as a paramedic-obstetrician at the Nefteyugansk District Clinical Hospital named after V.I. Yatskiv and moved into a rental house at the request of the Ugra Department of Health. Her husband recently moved from Ukraine to Nefteyugansk, and her son will soon join them, so Natalya decided to move from a one-room apartment to a more spacious three-room apartment.

- I am so happy! I live in a cozy apartment, I work, I like the city, the people are friendly and open, the winter is beautiful. What else do you need for life? When my son arrives, I will be happy every day! - Natalya does not hide her emotions.

The future is rental housing

The second rental building, which was handed over the day before in Khanty-Mansiysk, has 90 apartments. To this “Simply House” on the street. Yugorskaya, 3, more than 30 families have already moved in. Next in line is the third rental building in Surgut with 170 apartments. In addition, at the end of 2015 they plan to commission another rental building with 250 apartments in Surgut.

General Director of the Ugra Mortgage Agency Evgeniy Chepel noted that by 2021 it is planned to build more than 270 thousand square meters of rental housing in Ugra. Evgeniy Stanislavovich is confident that the rental housing market will actively develop, so it is the future.

— This is due, first of all, to the change of generations, especially since young people now have different priorities. An apartment in a rental house is not owned, but there is an opportunity to change place of residence, it becomes possible to move from one city to another in search of a promising job, noted E.S. Csepel.

The meeting with the residents of the rental house instilled confidence that in the government of the Autonomous Okrug, the residents of Ugra had found a reliable partner for solving housing problems.
