Gasification of a private home has a number of undoubted advantages, and the most significant of them is gas heating and water heating, which are significantly lower in cost than other options. For example, electric heating will cost the home owner about 10 times more than gas heating. The owner of the house can install a gas holder and not depend on the central highway. But the option of connecting to a central pipeline will cause less hassle.
When gasifying a village, you can connect a private home to gas without spending a lot of time and effort. With the entry into force of new amendments to the legislation, the time required for gasification of a private residential building and, importantly, the cost of work have been significantly reduced.
The advantage of gas supply at home is the ability to use boilers equipped with automation. A person can fully control the process of fuel consumption and set the temperature for heating the room when it will be comfortable and warm. The question remains: how much does it cost to install gas in a private home in 2019? We will try to answer it in detail.
What can gas supply be like?
It is possible to provide a private home with “blue fuel” according to two schemes.
- Connection to the gas main. If there is a gas pipeline along the street on which the house is located, then you can contact the appropriate service and they will draw up a project for you and carry out the connection. The easiest way to find out where to go is to ask your neighbors who have already been supplied with gas. You can also walk along the pipe and find the distribution station - usually the phone numbers of the service company are written on it. As a last resort, you can call the 104 service, but it is better to first ask your neighbors for the required number;
- But there are places where connecting to the gas main is impossible. These are mainly remote villages and dachas located away from the central villages (for example, on the shore of a reservoir). But even in this case, there is a way out - these are gas tanks. Systems designed to store relatively small gas reserves (from 2,500 m3 to 20,000 m3). These systems provide a residential building with gas year-round; you only need to replenish the reserves of “blue fuel” 1-2 times a year. Many specialized companies have already opened that will help you correctly calculate the volume of a gas tank, prepare permits, and install it in the right place.

Affiliation of the centralized gas pipeline
Most of the low-pressure gas pipelines in Russia belong to local gas distribution organizations, i.e. state-owned enterprises responsible for gas supply and gasification in the region. But the closest gas pipeline to the area in need of natural gas may not be state-owned, but departmental or private communications.
The costs for a reduction unit, and even more so for a gas fuel distribution complex for one household, will be extremely high. It is more rational to agree on their installation with neighbors by pooling
For example, in settlements relatively remote from regional centers, gas pipelines often belong to local residents on the basis of a partnership agreement. Also in dacha settlements, where gas supply networks, as well as other local infrastructure, are private, owned by dacha associations.
Negotiations on connecting to such gas networks will have to be done with their owners, and government tariffs will most likely not suit them.
Gasification of a private or country house - where to start
The first thing you need to start with gas supply to a private home is technical documentation. You need to contact the appropriate authority that deals with such issues in the area. A special commission will determine the condition of the tenant and the possibility of carrying out installation work. After this, specialists will develop a project, it will be approved by the permitting authority, and workers of the gas industry or a company that has permission for such work will begin the connection process. Before the project is developed, they will only be able to tell you approximately the cost of connecting gas to a private home, since the final price of materials and services consists of many components.
If there is already a gas main near the house, then you will only have to pay for the connection to the pipe - otherwise, the cost of the project most often also includes work on laying the line along the street Source sovetclub.ru

Costs of putting the gas pipeline into operation
The actual construction of gas communications on the site does not mean the end of costs. The gas pipeline still needs to be put into operation, otherwise it cannot be used.
To commission a gas pipeline at the site, you need:
- control shooting (preparation, registration) – 15,000-35,000 rubles . The shorter the gas pipeline, the cheaper the CIS;
- inspection of ventilation ducts and chimneys in the form of a report - approximately 5,000 rubles. ;
- grounding of the boiler (protocol and sketch of the circuit) - about 5,000 rubles. ;
- inspection of insulating connections in the form of a report – 7,000 rubles. for each ;
- verification of executive and technical documentation – 4,000 rubles. ;
- calling Mosoblgaz inspectors - approximately 3,000 rubles. ;
- preparation of a gas inlet service agreement – up to 2,000 rubles ;
- re-approval of the project will cost a maximum of 4,000 rubles .
Upon completion of work on the operational commissioning of the gas pipeline, it is necessary to draw up executive and technical documentation at the local gas service distribution zone, sign it at the gas service trust and submit it to the archives.
Next, make an entry for gas insertion and initial start-up. For the Moscow region, the costs of ITD and launching the gas pipeline will be about 35,000-5,0000 rubles.
What documents will be required
It must be remembered that some documents must be ready before installation work begins, and some can be completed during the process, therefore, if it is not possible to complete all the documentation at once, then you need to determine priorities in advance.
Here is a list of documents that must be submitted to the relevant authority in order to be allowed to supply gas to a private home:
- Application in writing. This will begin the preparatory work (analysis of the area, building, etc.);
- Provide copies of documents that identify the customer (the originals must be presented with copies);
- Provide copies of documents that confirm the right to own the house (also present the originals for comparison with copies);
- If the gas pipeline runs through the neighbors’ area, their consent will be required;
Subsequently, she will need documents for the equipment that will be connected to the gas, and the results of a chimney inspection.
You can collect and provide all the necessary documents yourself, or entrust this to other persons by issuing an appropriate power of attorney for them.
Connection diagram is one of the required documents Source premium-gaz.ru
Ownership documents
If you are not the sole owner of the land plot, then consent to gasification of all adult owners is required. Your rights and the rights of other owners can be represented by third parties under a power of attorney executed in a notary's office.
If your house is connected to the gas distribution network from a neighboring plot, the consent of the owner of the plot is required. However, power assignment is possible only if the neighboring building has been connected to the same gas distribution network for at least 5 years and there are no technical contraindications to connecting a new consumer.
A land plot diagram (situation plan) can be obtained free of charge from the local administration, as well as from the BTI and from cadastral engineers, however, you will have to pay for their services. The calculation of the planned gas consumption is compiled by the contractor’s employees (GRO). If it does not exceed 5 cubic meters. m. per hour, no document is required.
How to make a home gas supply plan (gasification project)
A gas supply project for a private home is a necessary component for starting all work. Gas-consuming installations are potential sources of danger and compliance with safety regulations is required.
To draw up the correct gas supply plan for your home, specialists need to thoroughly know all the points of the regulatory documents and strictly follow them. The technical department of the gas industry always checks the compliance of the plan with the requirements of regulatory documents and, if necessary, returns them for revision.
The requirements that gas utilities place on projects may vary depending on the terrain, installation method, and installation conditions. It may take several weeks or even months to thoroughly test the plan.
Projects must be strictly individual; plans that were developed for other houses are prohibited from being used by law, and criminal liability is provided for this.
The project must indicate the layout of the house and the location of gas equipment Source encyclopedi.ru
The stages of connecting gas to a private house will vary in each specific case, as they depend on the topography of the site and individual features of the gasification plan.
Calculation of maximum hourly gas consumption
Owners of private farmsteads may well be guided by a gas consumption rate of 5 m³/h (the first category of gasified farms) - this volume is most often sufficient for domestic use.
However, it is possible to independently calculate the approximate gas consumption of heating equipment using the formula:
B=q·10³/nп·1.163·8000,
Where:
- B – natural gas consumption by household equipment, m³/h;
- q – heat performance of gas-consuming equipment, kW;
- n/a – efficiency of gas-consuming equipment (usually 90-92%);
- 1,163 – the value of the conversion factor from kW to kcal;
- 8000 – calorific value of natural gas (lower), kcal/Nm³.
Using this formula, we calculate the peak consumption of heating equipment. For example, the heated area of a cottage is 120 m² and it is planned to use a 12 kW boiler with an efficiency of 90% to heat it.
We consider: B=12·1000/0.9·1.163·8000=12000:8373.6=1.5 m³/h (rounded)
The thermal power of other household appliances must be found out from the technical data sheets. A gas four-burner stove with oven, for example, usually has 10 kW of power. Then its peak gas consumption will be (efficiency is not taken into account):
B=10·1000/1.163·8000= 10000:9304=1.1 m³/h (rounded). By calculating the maximum consumption of natural gas per hour for each consumer in the house and summing it up, we obtain the value of the required gas consumption per hour (MRG) for the entire household.
How a gas pipeline is built (connecting a gas line to a house)
With an approved project, you must contact a company that deals with similar work (necessarily with a state license). If the estimate drawn up by the company suits both parties, then an agreement is concluded to carry out the relevant work.
The contract must indicate that the final payment will be made only after all work has been completed and accepted by the official commission.
Upon completion of installation work, as-built production and technical documentation is drawn up, which must be approved by the commission. After successfully connecting the gas line to the house, you can immediately conclude an agreement for the installation of the equipment that will be connected (boiler, stove, etc.).
Commissioning work should be carried out exclusively by gas specialists Source gasworld.ru
How to install light and electricity to a summer cottage
Every owner of a plot or private house can join the existing network. In order to do this, you must submit an application to the network organization. After this, an agreement is concluded, and the network company is obliged to carry out the necessary measures to connect the applicant to the network. Important! They do not have the right to refuse to conclude an agreement, even if at the time of the application the network company does not have the technical ability to connect a specific section. If a network organization unreasonably refuses or evades concluding a contract, you can file a lawsuit to compel the conclusion of a contract and recover damages caused by such an unjustified refusal or evasion.
The application can be submitted in person or via the Internet (via the official website of the network organization), in the latter case, the exchange of documents will be in electronic form, and they are signed with an electronic signature. In the application, depending on the specific conditions, it is necessary to indicate the details of the applicant, the name and location of the power receiving devices, the location of the applicant, the requested maximum power of the power receiving devices, the number of connection points, the declared reliability category of the power receiving devices and the nature of the load. A signed draft agreement is attached to the application.
The network company reviews the application within 3 days and sends the documents signed on its part to the owner of the site.
The further procedure for actions and ongoing measures for technological connection are specified in detail in the Rules for the technological connection of power receiving devices of electrical energy consumers, electrical energy production facilities, as well as electrical grid facilities belonging to network organizations and other persons to electrical networks, approved by the Decree of the Government of the Russian Federation dated December 27, 2004 No. 861.
Completion of gasification (gas connection to the house) is also an important stage
At the final stage of gasification of the house, all that remains is to undergo training on the safe use of gas equipment, conduct a test run, and conclude an agreement for seasonal maintenance of the system. If a gas tank is installed, then it is necessary to conclude an agreement for systematic gas supplies.
The final “touch” is to give the design documentation (or an approved copy) for safekeeping in the archive, in case redevelopment is later required or any clarifications are required.
Connection price and benefits
As of March 1, 2014, new rules for connecting residential buildings to the gas distribution system are in effect. They contain old standards and have made changes that relate to the timing of work and cost. Thanks to this, connection has become more profitable and takes less time.
Prices vary, depending mainly on the distance of the object, but on average you will have to pay:
- for filling out an application, obtaining a permit and primary documents - from 8 to 50 thousand rubles;
- production of the project will cost 3–20 thousand;
- laying a pipe from the main line to the facility - 2–5 thousand per meter;
- insertion into a gas pipeline - from 10,000 to 15,000 rubles;
- a readiness check by technical supervision costs an average of 2,000.
In the regions there is a significant fluctuation in prices. For example, in the Moscow region it is 400–500 thousand for all work. The cost is determined by the distance from the capital. In the Leningrad region, 300 thousand rubles are enough, and in the Nizhny Novgorod region – 150–200 thousand. The cheapest gas pipe in a private house will cost in the European part of Russia, on average 100 thousand rubles. Beyond the Urals the situation is somewhat different; many settlements are located at a considerable distance from industrial centers and gas pipelines.
The region of the Far East, where there are very few highways, is problematic in this regard. Even if the main pipe is nearby, you can’t count on an amount less than 200 thousand for tapping into a gas pipeline. Equipment is imported from nearby foreign countries, which affects prices. The diversity of climate also does not allow the application of standards that are used in other regions.
There are many benefits in Russia, but at the state level they do not apply to gasification. The federal government transferred this right to the local ones. In the regions, financial assistance for connection is primarily received by WWII veterans, disabled people, combatants, and single mothers (fathers). As an example, we can cite the Leningrad region: here 70,000 rubles are allocated from the budget to ordinary citizens, and 110,000 rubles to benefit recipients.
Support for the population to connect to the gas supply networks of a private home is carried out differently in each region. Some provide preferential targeted loans, others provide monetary compensation. To receive it, submit an application. All expenses do not overlap, but you can count on 50%. The categories of citizens who are provided with such benefits are determined by local authorities. To find out about your rights, contact the relevant administration services.
In rural areas, the presidential program plays an important role. It provides:
- construction and reconstruction of gas distribution networks;
- use of energy-saving technologies for installation;
- increasing the efficiency of natural resource use.
Companies are guided by federal law; the percentage of residents covered by gasification is increasing. The new rules provide for the possibility of rural residents submitting a collective application for the installation of pipes from the main to the plots. If it is satisfied, access to the populated area is provided free of charge. Property owners connect to the network at their own expense.
What has changed in the rules for gasification of a private home?
Until 2021, it was quite difficult to even roughly predict how much it would cost to connect gas to a private home - since there was no legislative regulation and control. This led to the fact that monopolists could independently set the timing of gasification and its cost. But, with the adoption of new laws, the maximum period for gasification was limited to one and a half years.
It is difficult to name the specific amount that all the work will cost without a ready-made project, but at least the price bracket has been fixed at 20-50 thousand rubles for bringing the gas pipeline to the site, plus installation work inside it.
The cost and timing of approval and implementation of a private home gasification project are now regulated by law. This means that the party ordering the services can now take a more active role in monitoring the work and demand that it be completed on time.
Procedure for connecting to the gas pipeline
If in a private house the owner independently decides on the need to ensure gasification of the real estate, then in an apartment building the consent of each apartment owner will be required to carry out the procedure. Only after this can the next stages of the project begin.
Depending on the number of gas appliances used inside the apartment, technical conditions are calculated for each object individually
First of all, the future gas consumer will need to draw up a package of legal documentation, including ownership of the apartment, as well as a document confirming the residents’ consent to connect the entire house to the central gas pipeline.
This is a prerequisite, since without the listed documents the homeowner will not be able to obtain technical conditions.
Next, the home owner will need to enter into an agreement with the gas distribution company and submit an application for technical conditions for connecting gas. This document confirms the possibility of including a new user in the gas system.
The next stage is preparing the premises for subsequent gas connection, which includes carrying out repair work in the apartment. In this case, you will need to fulfill at least the minimum requirements put forward by the gas service.
After all repair and installation work has been completed, the homeowner will need to call a fireman to check the ventilation ducts and draw up a report. If all requirements are met and safety rules are fully observed, the specialist issues a corresponding report.
If all documents are in order, then the apartment owner can safely enter into an agreement with the gas company for the purchase of gas and maintenance of the gas supply system
At the next stage, gas is connected to the apartment in the new building, but this is only possible after 50% of the residents of the new building have successfully completed all of the above stages. In addition, at the time the property is connected to the central gas pipeline, all owners must remain in their apartments.
Technical conditions for gas connection
These requirements are calculated for the safest use of gas equipment, therefore, compliance with technical conditions is a mandatory step for all consumers.
The document contains all the necessary conditions and requirements for the design of the gas pipeline, including its installation parts, as well as for the chemical composition and technical parameters of the fuel.
Drawing up a project for a connected system necessary for the construction of a gas pipeline is impossible without obtaining and further fulfilling technical specifications
Different consumers can use gas for completely different purposes, for example, a gas stove is enough for someone to ensure maximum comfort, while another resident of an apartment building plans to install a gas water heater and additional floor heating. In this case, technical conditions for each consumer will be drawn up individually.
This stage of gas supply in apartment buildings also includes the installation of a gas meter, without which the inspector will not be able to draw up a report. If at least one of the established conditions is not met, the inspection is postponed to another date, by which the property owner must fulfill all requirements.
If the requirements are not met properly, the gas company reserves the right to refuse gasification of a particular apartment.
Thus, gas equipment is equipped with special plugs, and the facility can be connected to gas only if the home owner fulfills all the requirements in accordance with the standards of the document SP 42-101-2003 “General provisions for the design and construction of gas distribution systems made of metal and polyethylene pipes.”
The validity period of the fire act is only 1 month, during which technical supervision workers must connect the gas
The technical specifications are drawn up by the gas distribution company, which is obliged to provide the homeowner with the relevant document within 14 days after submitting the application. After checking the fulfilled requirements, it is better to order the project from the company recommended by the gas company, since this is the only way to speed up the gas connection process.
When is the connection made?
Gas is started only if the owner of an apartment in an apartment building has completed all the established stages, including repairing the premises and concluding an agreement with the gas supply company.
An important condition is to undergo scheduled training that covers all the most important points for the safe use of gas equipment.
Gas connection is made only if at least 50% of the residents of the apartment building have met all the established requirements
If homeowners decide on an exact date, then gas company specialists will be able to carry out pressure testing of gas networks in apartments that belong to the same riser. To do this, workers will need access to each apartment, otherwise the pressure testing will have to be postponed to another date.
This is the most important condition before directly connecting the facility to the central gas pipeline, since it is often at this stage that gas leaks are detected.
If a malfunction is detected in the operation of gas equipment, gas service workers will carry out all necessary work to eliminate it. After successful pressure testing, residents of the apartment building will be informed of the gas start-up date. On this day, all apartment owners must also be at home to ensure access to indoor gas equipment.
Time frame for bringing the gas pipeline to the site
Resolution No. 1314, paragraph 85, stipulates specific deadlines for connecting the entry point:
- For subscribers of the 1st group up to 9 months without the need to obtain permits for pipeline installation.
- For the same group, up to 1 year, if obtaining permits for pipeline installation is required.
- Up to 1.5 years for individuals belonging to the 2nd category.
- Up to 2 years for subscribers of the 3rd category or when carrying out work on individual projects.
If the gas pipeline comes directly through the owner’s territory, all operations to create a connection point are carried out within up to 10 days, subject to the signing of an act on the readiness of gas-consuming communications and equipment for operation.
When the pipeline passing through the customer’s land has a diameter exceeding 250 mm and a pressure exceeding 0.3 MPa, the installation time for the operating point increases to 3 months from the moment of signing the certificates on the readiness of the internal pipeline and equipment for work.
If the deadlines specified in the agreement on behalf of the GRO are exceeded, it is obliged to pay the applicant a penalty in the amount of 0.014% of the daily penalty at the Central Bank rate.

Gas start
In order to supply gas to the house for gas-consuming units, permission is required from the State Distribution Organization; for this, the owner must provide the organization with the following documents:
- Acceptance of the facility to which gas is supplied applies to new houses.
- Acceptance of the gas network, drawn up after the pipeline has been pulled underground and inside the house of the owner of the organization that carried out the installation.
- commissioning of a section of the gas supply line up to the fencing of the site, compiled by the gas distribution department.
- inspection of chimney pipes and ventilation ducts, it is compiled by any authorized organization.
and agreements:
- To carry out maintenance and repair work of gas distribution facilities.
- for the supply of gas fuel, concluded with the relevant organization, which is not always the GRO (can be checked with the GRO or the administration). To draw up an agreement, you will need a package of documents, and the conclusion period can reach one 30 days.
Gas start-up and testing of equipment, gas pipelines for leaks, and pressure parameters are carried out by GRO specialists, after which three final acts are signed:
- About technological connection.
- delineation of property between the subscriber and the GRO.
- technological responsibility, indicating that the GRO is responsible for the operation of the main line up to the point of entry and is obliged to properly fulfill its obligations under contractual repair and maintenance work.

Deadlines for sending the GRO agreement
After submitting documents for gasification and submitting technical conditions indicating the possibility of connecting the facility to the main line, the GRO sends the applicant an agreement for signature within a time frame depending on the following circumstances:
A). If a gas pipeline network passes directly through the user’s site, the agreement for signature can be sent within 5 days.
b). In other situations, when the GRO agrees with other authorities or individuals on the laying of a gas pipeline, as well as for applicants of the 1st category, the period for sending the contract for signature takes up to 15 working days.
Resolution No. 314 divides all gas consumers into three categories:
- The 1st group includes individuals with a consumption volume of no more than 20 m3/h at a distance of up to 200 m, with a network pressure of no more than 0.3 MPa;
- For the 2nd group, the consumption volume is set to no more than 500 m3/h with a main line distance of up to 500 m in rural areas and up to 300 m in the city with line pressure up to 0.6 MPa;
- All parameters for the 3rd category are similar to the 2nd, except that the highway passes through two or more municipal districts.
V). After sending the GRO agreement, the applicant is given a ten-day period to sign or submit disagreements; the latter situations arise extremely rarely.

Contents of a standard contract
The standard contract received by the applicant usually includes the following clauses:
- Mutual obligations, consisting of a list of activities that must be carried out by the owner and the GRO.
- Timeframe for completing connection work.
- The boundaries of balance sheet ownership between the GRO and the customer, as well as the responsibilities of the parties.
- The connection fee is based on regulations, it is calculated according to the 1151/18 methodology as a fixed rate or a tariff determined by the authorities.
- The possibility and procedure for refusal of contractual obligations by the applicant if the GRO exceeds the terms specified in the contract.
- Obligations of the GRO to carry out work on the territory of neighbors if they have provided their consent.
- The procedure for technical control over compliance with technical conditions when laying a gas pipeline on the site and in the house from the connection point.
The technical conditions that are specified in the contract will consist of more specific points, the main ones being:
- Physical and dimensional characteristics of the pipeline to the section: material of manufacture, diameter, length, as well as the maximum gas pressure in the line and the range of its differences.
- Maximum gas consumption volume by facility and total when connected to several points.
- Obligations of the subscriber to install only gas consuming equipment, fittings, metering devices and safety groups with certificates in accordance with the rules of the Customs Union.
- Indication of the connection point and its location. If the main gas pipeline passes through the territory of the owner, the gas distribution organization does not carry out pipe pulling and its parameters are not noted in the contract. The technical conditions stipulate only the connection point and indicate the list of works for cutting a gas pipeline into it.
